A Council sign that should have removed weeks ago is causing an obstruction

As you can see this signs should have been removed weeks ago. It’s chain to a lamp post and is now laying on the ground. My husband unfortunately feel over it, badly falling and damaging both his knee and shoulder on his way to the Paprika restaurant. The lighting is also minimal and it needs to be removed and if we don’t receive a suitable response we will take this further. It’s just after the kerb area, on a narrow pathway and is causing a great deal of inconvenience.
