Ongoing Water leak causing a hazard

There is an going serious water leak under the pavement which has not been repaired effectively by the various water utility companies despite several attempts. The last attempt at tracing & repairing this leak was approximately two weeks ago when the pavement opposite number 95 Lyndhurst was dug up then simply refilled when they could not figure out where the leak was coming from. So the only result of those works was to push the leak further along the road, so it is now appearing in two new large areas in the road as well as the original one area in the pavement The water is now coming Up and through the surface of the road making it permanently wet, creating the real risk of a sinkhole occurring, but also once the cold weather hits then the road surface will effectively become an ice rink and consequently be extremely hazardous for pedestrians and vehicles.
