Persistant Abuse of Prohibited Parking

There is a single yellow line which is supposed to prevent parking during the day outside the shops along High Street, Chipping Norton. This prohibition is frequently and persistantly ignored, and at almost any time there are cars and vans illegally parked. The layout of the car park has been designed so that a limited number of cars can wait for a legal parking space to become available, whilst any vehicle wanting to pass the waiting cars can get past. This is impossible when cars and vans are illegally parked on the single yellow line. The single yellow line is not enforced, even when Police Officers are present; I have asked them to take action and ticket the illegally parked vehicles and was told that this is the responsibility of the District Council, and they were not allowed to take action. It is clear that over a period of years that the District Council have not been able (or not willing) to enforce this parking restriction. It appears that drivers do not understand that a single yellow line is a prohibition, not a suggestion. I suggest that the single yellow line is replaced with a double yellow line. At the times when a single yellow line permits parking (after 18:00 and before 08:00) there are almost always plenty of spaces in the car park proper, 5 metres away, so parking along the single yellow line is not necessary or required.
